Abbreviated history. Most of this would be known ICly by any who care to pay attention.
Oscar doesn't tend to talk about his family or life outside of Hogwarts. Mostly, he tries to avoid it, but when pressed by direct questions, he has a tendency to give vague answers. What has been discerned so far is that he is the youngest of four boys and he lives with his father and step-mother. He is not particularly fond of any of them, but especially dislikes his step-mother.
It's obvious that he doesn't come from money at all. Even with the aid of scholarships, all of his things are painfully second or third hand. He isn't above accepting the charity of those around him who have money. After all, what else are friends for?
He was blessed with an early growth spurt, making him a large first year, which meant he got to start terrorizing those younger and smaller than him right from the very start. It continues to this day, and one of his specialities is an affixing charm that he modified himself, allowing him to hang smaller students by their robes from the castle walls without need of a hook. They will dangle there until someone comes to help them down or the charm gives out a few hours later.
He has never been an exceptional student, so it may have been some surprise when he chose for his career path that of Theoretical Charms Researcher, but there's no denying that Charms always was his strongest subject, and he does enjoy playing around with them, trying to devise clever new ways of using the ones he knows.
Oscar is seized with a great deal of house pride, and while younger Slytherins aren't entirely out of the woods for a bit of being picked on, he will generally leave them alone once he feels they have been hazed enough to be toughened up. To faculty and school staff, he is genial and pleasant, and despite his love of stirring up trouble, he is very, very good at ducking out from under the blame, always with an alibi, a lie, or a ready excuse at hand. With the rest of the school, he generally tempers his approach based upon the simple matter of whether they are bigger/more powerful than him or not.
But even to the victims of his bullying, he isn't usually overly malicious. Rather, he just finds it darkly funny to watch what they do when he picks on them. Plus it helps to make him feel more powerful to lord it over those smaller and weaker than he is.
- Pets: Bubble and Squeak, two black rats. Even though he's technically only supposed to have one at school, he gets around it by only taking out one at a time. They're almost identical, so he just tells the professors it's the same one. Bubble is fatter and meaner, while Squeak has a tendency to take small things.

- Night Owl: Oscar suffers from delayed sleep phase syndrome, which makes him useless before noon. He tends to skip breakfast in order to sleep in that bit later.
- Accent: Though Oscar Houlihan is clearly from Ireland, he's greatly suppressed his accent over his years at Hogwarts, trying to emulate what he sees as a more upper-class accent of his English schoolmates.
- Language: Oscar hails from the Dingle Peninsula in County Kerry, which is one of the few remaining gaeltacht areas where Irish is the predominant language. He is fully fluent in it, but, in line with suppressing his accent, almost never uses it while at school.
Oscar is only a few inches taller than average for a boy his age, but broad-shouldered and well-built makes him seem a little larger than he is. His thick, straight hair is chestnut brown, worn long enough to brush his collar and floppy around his face so that it has a tendency to fall into his brown eyes, which may be why he is often seen squinting. His features are quite wide as well, with a broad, short nose and a dimple in his chin.
A uniform befitting the school dress code. A black cloak, bearing the Slytherin house badge, covers a grey sweater with corresponding green and silver trimming the neck, hem, and cuffs. A white dress shirt, complete with green and silver tie are visible beneath the sweater. A pair of long grey pants, buckled with a black belt, and black shoes complete the uniform.
